Intermsofeconomics,Japanhaslittlereasontobeoptimisticin1997.Ac-cordingtotheofficialestimation,theeconomicgrowthrateforJapaninthenewyearwouldbe1.9%,thelowestintherecentfewyears.Theestimationmadebymajornon-governmentalorganizationsisevenpoorer,only1.5%.Twodevelop-mentsleadingtothispessimismareasfollows.First,thefinancialcrisishastakenaturnfortheworseandthegovernmentseemstohavelittlemeanstostimulatetheeconomy.In1996,Japan’sbudgetdeficithit7.4%oftheGDP,thehighesta-mongtheWesternsevencountries.Theaccumulateddebtsofthecentralandlocal
