InthelaterpartoftheTang,localinterestsgroupswhoserepresentativeswereprovincialgovernorszealouslysupportedcarvingFangshanStoneSutrasandotherBuddhistaffairs.CommandingofficersofsubordinatecountiesinLulongprovincechargedadministrative,militaryandsupervisingaffairs,andhadrelativeorfake-relativelinkswiththeirprovincialgovernorsorbodyguards.Themilitarypowerofsubordinatecountiesalsoplayedanimportantroleinthetransformationofpoliticalconditions.CommandingofficersofsubordinatecountiesoftentookpartincarvingFangshanStoneSutras,too.TheyalsocarvedStoneSutraswithbodyguardsfortheirprovincialgovernors.ThiswasasignificantwayofcondensingYouzhoubloc.
