摘要 Tobuildtheharmonioussocietyneedstheeffectofmorality.Therearevariouskindsofmoralvalues.Moravaluescanbedividedintoproperonesandimproperonesaccordingtowhetherthesocialbenefitisbiggerthanthesociacostofthemoralbehavior.Theformerishelpfultotheoptimalallocationofresourcesandimprovetheformationoftheharmonioussociety;whilethelatterisharmfultotheoptimalallocationofresourceandbadtotheformationoftheharmonioussociety.Theproperandscientistmoralvaluesinclude:sustainabledevelopmentviewonecology,fair,jusandwinwinviewonmorality,credibility,rightviewonrichandpoor,rightviewonconsumptionandsoon.Tobuildtheproperandscientificmoralvalue,themoreimportantwayisbuildingpropermoralpropertyrightsinstitutionbyrecognizingproperlyandconstructingmoralpropertyrightsbesideslegislation,settingupmoralsurroundings,valuingmoralpenetration,strengtheningmoraleducationetc.
