Ranking environmental projects model based on multicriteria decision-making and the weight sensitivity analysis

摘要 WiththefastgrowthofChineseeconomic,moreandmorecapitalwillbeinvestedinenvironmentalprojects.Howtoselecttheenvironmentalinvestmentprojects(alternatives)forobtainingthebestenvironmentalqualityandeconomicbenefitsisanimportantproblemforthedecisionmakers.Thepurposeofthispaperistodevelopadecision-makingmodeltorankafinitenumberofalternativeswithseveralandsometimesconflictingcriteria.Amodelforrankingtheprojectsofmunicipalsewagetreatmentplantsisproposedbyusingexports'informationandthedataoftherealprojects.And,therankingresultisgivenbasedonthePROMETHEEmethod.Furthermore,bymeansoftheconceptoftheweightstabilityintervals(WSI),thesensitivityoftherankingresultstothesizeofcriteriavaluesandthechangeofweightsvalueofcriteriaarediscussed.Theresultshowsthatsomecriteria,suchas'proportionofbenefittoprojectcost',willinfluencetherankingresultofalternativesverystrongwhileothersnot.Theinfluencearenotonlyfromthevalueofcriterionbutalsofromthechangingtheweightofcriterion.So,somecriteriasuchas'proportionofbenefittoprojectcost'arekeycriteraforrankingtheprojects.Decisionmakersmustbecautioustothem.
