摘要
TheEU'sstrategyforRussiasincetheendofthecoldwarhastoalargeextentfailed,andthedirectconsequencesarethecurrentlydeadlockedEU-Russiarelationship.Therearethreereasonsforthis:theEUandRussia'srespectivestrengthandstatusrelativetoeachotherhavebeenchangingsincethebeginningofthiscentury;theEU'sstrategytowardsRussiahasbeenmorefragmentinginrecentlyyears;andtheAmericanfactor.TheEU-Russiarelationscouldcontinuetobeinpoorshapeintheyearstocome,anditisverylikelysometimesevenfurtherworsening.Butthetwosideswouldrefrainfromextrememeasuresandpreventtheirrelationsfromslidingintorealcoldwar.
