摘要
Chinaisacountrywithavastterritoryandalargepopulationbutlimitedforestresources,whichismainlydistributedintheeconomicallylessdevelopedregions.Therefore,itisparticularlyimportanttoaddresstheissuetoestablishforesteco-compensationmechanismtoovercometheproblemsofinequitybetweenthepeopleandpromotethepublicincentiveforforestmanagementandconservation.Thedefinitionofeco-compensationisdeeplydiscussedbasedontheliteraturereviewofnationalandinternationalinitiatives.Accordingtosummaryandanalysisoftheempiricalworkofforestecocompensationatinternationallevel,somesignificantinspirationsaredrawonthispaper.Basedonthem,thispaperfocusesontheforesteco-compensationmechanismofChina.Firstly,integratingwiththeactualsituationofChina,thepaperputsforwardthepolicyframeworkofeco-compensation.Theinstitutionalframeworkofeco-compensationshouldbeestablishedamongthemulti-departmentswithdifferenttemporalandspatialscales.Secondly,thetypesandrangesofforesteco-compensationarefurtherstudied,thatisthreelevelsofforesteco-compensationsuchasmicro-level,macro-levelaswellasmedia-level,andthenthestandardsofeco-com-pensationareprimarilyestimated,whichincludethethreefactors,namelydirectexpenseofplantation,opportunitycostforforestsprotectionandbenefitsofforestecosystemservices.Finally,therecommendationiscreatedintermsofaboveresearchconclusions,whichisprovidethevitalimportantreferencesforgovernmentpolicymakingintheforesteco-compensationdomain.
