ThepromulgationoftheRulesrepresentsacrucialsteptowardinstitutionalizationandstandardizationoftheminimumcostoflivingprogram,whichmarkstheendofthearbitrarinessinthetraditionalreliefbehavior.Inacountry,towhatdegreethecitizensenjoyhumanrights,itdependsonthelaw.Theminimumcostoflivingsystemhastobeensuredbylawinitsprogresstowardinstitutionalizationandstandardization.Thishasbeentestifiedbythehistoryofthedevelopmentofthesocialsecuritysystems,eitherinGermany,whichisregardedasapioneerinmodernsocialsecuritysystemsortheUnitedStates.
