摘要 ThemodernizationofstategovernanceandinnovationingoverningmeasureswillstrengthentheprotectionofhumanrightsinChina,includingcivilandpoliticalrights.Firstly,legalcontroloverpublicpowerwillreducearbitraryrestrictionsoncivilrights.Secondly,publicparticipationinpolicy-makingwillprovidemoreopportunitiesforcitizenstoexercisetheirpoliticalrights.Thirdly,governingbylawwillbetterguaranteeequalprotectionoflawforallpeople.Fourthly,aneffectiveaccountabilitymechanismwillreinforcepeople’srightofsupervision.Lastly,innovationingoverningmeasureswillhelpidentifyandsatisfycitizens’demands.
