Earlyin1979,Chinabeganconsideringthedrawingupofalawtogovernandstandardizetheactivitiesofitscivilairoperations.Atthattime,airlegislationwassomethingnonexistentinChina.Thedraftteamassembledforcestotranslatetheairlawsofvariousforeigncountries,includingtheUnitedStates,Britain,JapanandtheformerSovietUnion,andtherelevantinternationalconventions,andconductedadeep-goingstudyofthem.TheyalsomadeinspectiontoursoftheUnitedStates,Canada,BritainandGermany.Onthebasisofthestudyofandwithreferencetotheadvancedlegislativepracticesinforeigncountries,thedraftteamputforwarditsfirstdraftoftheairlawinJuly1983,inaccordancewiththeactualconditionsofthecountry.Itwasnot,however,submittedtoanexecutivemeetingoftheStateCouncilforexaminationanddiscussionbecauseaseriesofmajorproblemssuchasairtrafficcontrolandthecontrolovertheairworthinessofaircraft,hadtobefurtherinvestigatedandstudied.
