Circulareconomy(CE)hasbeenputforwardasanimportantenvironmentalandresourcestrategyinChina.Aimingatthehighutilizationrateofresourcesandreductionofpollutants,CEmeanstorealizeashiftoffundamentalparadigm.Withthemodeofproductionandconsumptionfromlineartorecyclingmodel,thepromotionrequirestransdisciplinaryresearcheswhichintegratetechnological,ecological,social-culturalandothersciences.Thepresentstudyfocusesontheimplementationofcirculareconomyfromaninstitutionalperspective.Institutionactsasacrucialfactorbyprovidingincentivesfortechnicalinnovation,leadinginvestmentorientationanddeterminingpolicyeffectiveness,etc.Thispapermainlydiscussesabout:firstly,thefeatureofinstitution,institutionalchangesandinstitutionalinnovationisarticulated,togetherwitheco-industrialparkstrategy,extendedproducer’sresponsibilityanddematerializationprincipleasinnovativeinstitutionalarrangements;secondly,aspolicyplaysgreatroleoninstitutionalchangingprocess,themechanismofpolicyimplementationisneededtoberelated;asaresult,coevolutionofinstitutionsandpoliciesisthuspresented;atlast,apilotattemptismadetofindoutsomeoperationalavenuesinaccomplishmentofCEthroughboththeoreticalandpracticalmethodology,specialresolutionsareputforwardaftersomeprojectingdifficultiesanddilem-masinChinaaredescribed.
