WesolvetheproblemofuplinkvideostreaminginCDMAcellularnetworksbyjointlydesigningtheratecontrolandschedulingalgorithms.Inthepricing-baseddistributedratecontrolalgorithm,thebasestationannouncesapricefortheperunitaveragerateitcansupport,andthemobiledeviceschoosetheirdesiredaveragetransmissionratesbybalancingtheirvideoqualityandcostoftransmission.Eachmobiledevicethendeterminesthespecificvideoframestotransmitbyavideosummarizationprocess.Inthetime-pision-multiplexing(TDM)schedulingalgorithm,thebasestationcollectstheinformationonframestobetransmittedfromalldeviceswithinthecurrenttimewindow,sortstheminincreasingorderofdeadlines,andschedulesthetransmissionsinaTDMfashion.Thisjointalgorithmtakesadvantageofthemulti-usercontentpersity,andmaximizesthenetworktotalutility(i.e.,minimizethenetworktotaldistortion),whilesatisfyingthedeliverydeadlineconstraints.Simulationsshowedthattheproposedalgorithmsignificantlyoutperformstheconstantrateprovisionalgorithm.
