简介：受教育权利不仅关系到受教育者公平享受教育的机会,也为其工作权利、政治权利、文化权利和社会权利的实现奠定基础,为实现人的全面发展创造条件。中国特别注重对公民受教育权的保障,在推进义务教育、特殊教育、学前教育、老年人教育等方面采取了一系列有力措施,使居民受教育权利的保障水平和保障质量全面提升。以天津市为例,近些年来随着现代化、城镇化步伐的加快,教育事业得到了全面发展。本文对天津市教育事业的发展及其对居民受教育权的保障状况作一个简要的概括,作为中国教育发展和公民教育权保障的一个缩影。
