ThispapertakesmetropolitanareaofChongqingMunicipalityasanexample.Chongqing,locatedatthetailareaoftheThreeGorgesReservoir,isatypicallyin-landhillycityinChina.Aseriesofseriouseco-environmentalhazardaffectinghillycityhaveappeared:theforestlandscapehasbeenfragmented;thestabilityofecologicalsystemhasnotbeenmaintained;soilerosionhasbeenserious;geologicaldisastershavebecomemoreandmorefrequented;thephenomenonofcity'heatislands'isobvious;andenvironmentalpollutionisworsenedwithlowphysicalself-puri-fication.AllofthehazardsabovewillaffectecologicalsecurityofthetailareaoftheThreeGorgesReservoirandsus-tainabledevelopmentofChongqing.InordertoguaranteeecologicalsecurityandhealthofChongqingandtheThreeGorgesReservoir,thecountermeasuresforecologicalinfrastructureconstructionareputforward:quicklydrawingupecologicalinfrastructureplanningofChongqingMunicipality,strengtheningtheintegrationandcontinuationofhilly-waterspatialpattern,maintainingthepersityandstabilityoflocalecosystem,establishingthegreenspacesystemin-cludingsuburbanforest,farmlandandgreenspace,recoveringwetlandecosystem,optimizingindustrialstructureandurbanspatialdistribution,developingrecyclingeconomy,establishingecologicalinfrastructuremonitoringnetworkandinformationforecastsystem,carryingoutecologicalmanagementforChongqingMunicipalityandsoon.
