简介:TheperceptionandpolicyoftheUnitedStatestowardtheShanghaiCooperationOrganization(SCO)hasundergonefourstagessince2001,changingfromthe“wait-and-see”policytothatof“precaution”and“modestcooperation,”andeventuallytothepolicyof“competition.”SuchchangesoriginatefromtheevolutionoftheUnitedStates’policyprioritiesandpathpreferencestowardCentralAsia.AlthoughtheUSandtheSCOsharecertaincommoninterestsonissuessuchasantiterrorism,Afghanistanandpromotingregionalconnectivity,theyareunlikelytoengageinsubstantivecooperation.
